Jacob Riffe and Kathrine Richards of Owatonna left work early Thursday afternoon to head down to the Steele County Administration Building where Steele County Recorder Rick Kvien married them. Riffe and Richards had been engaged for two years before deciding just the day before to finally get married without a big wedding. The county recorder’s office has presided over 13 wedding ceremonies since it began offering marriage services in June.
